why have laws if they're not followed?

each county has a policy on high speed pursuits, but for some reason if they break there policy it doesn't matter. my boyfriend was headed out of town last week on a two lane highway which was not even a mile from city limits and is also a busy highway when a stolen car which was being pursuied at over 100mph by a sheriff from another county, hit his truck and totaled it. Luckily he's alive. So I researched some information and pursuits are supposed to be stopped if heading into a busy area and if they are told to stop. So we came to find out that the sheriff was told to stop at the county line which was a good couple of miles back from where mike was hit, and the sheriff continued to chase the stolen car! now we have to get a lawyer which sucks. then, today we went to go get his older truck that his "friend" was storing for him at his mothers house and come to find out that it was sold illegally to the guys neighbor. they forged his signature on a bill of sale and the dmv and the police say they cant do anything about it! so it's illegal to forge a signature, steal and accept stolen property but no one can do anything?! so along with his truck being smashed we have to go to small claims court to get his other truck back! i swear california sucks. cops can chase a stolen car and not care if it smashes into a innocent person but they can't do anything when your vehicles illegally stolen and sold to someone else! other than that schools out for winter so i can finally sleep in!
